Statement #4 - 11 May 2020

STATEMENT ON SERVICES DURING THE COVID-19 OUTBREAK

No. 4 - 11th May 2020

Further to our statement of 9th April 2020, we have now reviewed our services and activities following the Prime Minister's announcement of 10th May 2020.  The Government advises that it will release further clarity and instruction in the coming days and until this is received and assessed we will maintain the status quo; please see below for an update on the current status of our main services. As the situation is changing daily please refer to our website at www.selseytowncouncil.gov.uk for further information, or contact enquiries@selseytowncouncil.gov.uk or telephone on 01243 605803.

Allotments - Allotment holders must follow government guidance on public gathering and necessary activities -  https://www.gov.uk/coronavirus. For further information please contact the Selsey Allotment Association. Chair: Dave Saunders Email: selseyallotments2020@gmail.com

Bus Shelters - There are two owned by Selsey Town Council in Church Road and Kingsway; these will remain open and be regularly cleaned.  All other bus shelters are the responsibility of Chichester District Council, Tel: 01243 785166.

Car Parks - The only car park in Selsey operated by the Town Council is at Hillfield Road Park; the barrier is closed. The car parks at East Street, East Beach and the Marine (Hillfield Road) are operated by Chichester District Council, contact 01243 785166 or visit www.chichester.gov.uk  Enquiries regarding the car park at Warners Yard should be directed to Northern Co-op on 01243 602219.

Community Support-  We have examined ways in which we can support our community during these strange and difficult times and we are engaged in the following:

·         We are authorised to issue FoodBank vouchers; we can complete these by phone and email them direct to Selsey Foodbank.

·         We recognise that our community groups and small businesses need support and we have suspended our Bookings Terms & Conditions for hiring our halls to allow us to issue full refunds for cancelled hall hire. We are contacting all our hirers to arrange this.

·         On 11th March 2020 the Council approved £4,400 in grant funding to local groups and charities for various projects and events, some of which will be affected by the Covid-19 restrictions. We are in contact with the grant recipients regarding extending the timescales to ensure they can benefit from the funds.

·         We have worked with local volunteers to provide a clean, safe space to use as a DVD/Book/Puzzle Hub so that those giving support to residents in isolation can access activities and entertainment for their enjoyment.

·         The Council is part of the Selsey Covid-19 Mutual Aid group and we are working with the Community Forum and others to ensure our residents get the help they need. If you are vulnerable or you able to volunteer please contact the Care Shop on 01243 201616 or visit the Selsey Covid-19 Mutual Aid Facebook page - https://m.facebook.com/groups/672900486792675?group_view_referrer=profile_browser

·         Although our offices are closed to visitors our staff are still on hand to assist residents and businesses with queries and accessing support. Call us on 01243 605803 or email enquiries@selseytowncouncil.gov.uk

Council Meetings - To avoid unnecessary public gatherings all Council meetings are suspended and where possible our staff are working from home. A Scheme of Delegation is in place detailing how decisions can be made during this time of emergency measures; to view this please visit the link to our website https://www.selseytowncouncil.gov.uk/article/28415/Council-Governance-and-Audit.

Planning - Selsey Town Council is a consultee to Chichester District Council which acts as the Local Planning Authority. There is a 21 day deadline for consultation responses and so the STC Planning Committee normally meets every three weeks. During the Covid-19 outbreak the Council's delegated decision making system is in place, meaning Committee members can still agree STC's response to local planning applications. The weekly applications and susbsequent decisions will be shared via our website, noting deadlines for comment. Visit https://www.selseytowncouncil.gov.uk/article/28381/Minutes-and-agendas to view the applications for Selsey Parish.

If you would like to share your views on any of the applications listed please contact the Committee members (contact details can be found on our website - https://www.selseytowncouncil.gov.uk/article/28375/Your-councillors) or the Clerk on enquiries@selseytowncouncil.gov.uk. Alternatively, please call our offices on 01243 605803 to speak to a member of staff.

Parks & Open Spaces- Our open spaces will remain open and we will continue to maintain these areas as normal to ensure they remain clean and safe for public use and so our maintenance team are still hard at work. If you see them in these areas please maintain the appropriate distances but feel free to give them a wave!  You must follow the government's directives on exercising outdoors - https://www.gov.uk/government/publications/coronavirus-outbreak-faqs-what-you-can-and-cant-do/coronavirus-outbreak-faqs-what-you-can-and-cant-do

Play Areas & Gym Equipment -Following the Government's directives our play areas, play equipment and gym equipment are now closed. Where we can do so safely, the equipment has been disabled or removed and signage is in place in all areas. We will review this when the Government issues updated advice. We know this is frustrating for young people and families, especially those with no outside space of their own. It is tempting during this period of beautiful weather to ignore the rules but PLEASE protect yourself and others and help us all by not using the play/gym equipment. These areas will be patrolled regularly by the Community Warden and our community Police teams. You must follow the government's instructions - https://www.gov.uk/government/publications/coronavirus-outbreak-faqs-what-you-can-and-cant-do/coronavirus-outbreak-faqs-what-you-can-and-cant-do

Public Conveniences - The public WCs at Warners Yard will be closed to the public until further notice; this will be reviewed following the Government's own review. All other toilets throughout the town remain the responsibility of Chichester District Council, Tel: 01243 785166, www.chichester.gov.uk .

Selsey Centre & Town Hall Complex - The Town Council buildings comprising the Town Hall Complex, the Selsey Centre and the public WCs at Warners Yard will be closed to the public until further notice; this will be reviewed following the Government's own review. Our phone lines will be manned according to staffing levels; we will return any messages.
